Terms of Reference - Partnership Board
The Partnership is managed by the Partnership Board, which consists of the Headteacher of each member-school, with the group meeting six times per year.
Purpose
The Partnership Board is responsible for making decisions about the allocation of resources and the planning and implementation of the programmes of the GSP. The Partnership is primarily a collaborative group made up of the Headteachers of member schools, but other partners may be invited to join as external partners.
The role of the Partnership Board is to:
- Encourage and facilitate schools to work together to raise standards.
- Agree locally on the priorities for the GSP.
- Agree the local distribution of resources.
- Develop and agree the annual programmes for the GSP.
- Support and challenge schools to ensure that all children in the city receive the best possible educational outcomes.
- Review and evaluate the impact of GSP programmes.
- Provide a forum that allows for discussion of GAPH issues.
- Raise issues with GAPH.
Membership
Members must conform with the principles set out in the ‘GSP Agreement’, which is circulated annually with schools’ membership renewals. The following are entitled to subscribe to Membership of Gloucester Schools’ Partnership:
- Infant, Junior and Primary Schools within the City of Gloucester;
- Infant, Junior and Primary Schools from outside of the City of Gloucester as agreed by the Strategy Group;
- Multi Academy Trust (MAT) Membership for Infant, Junior and Primary Schools:
- City of Gloucester-based Schools, within a City of Gloucester-based MAT, may each be individual members of GSP;
- A City of Gloucester-based School, which is part of a MAT from outside of the City of Gloucester, may be an individual member of GSP; and
- Where an Academy/Trust School from outside of the City of Gloucester belongs to a City of Gloucester-based MAT, or is linked by a shared Executive Headteacher, they may be an individual member, while the Executive Head is in post, by agreement of the Strategy Group.
The registered directors at Companies House for the GSP are Geraldine Brogan and Sam Thomas.
Quorum
The articles of association for the Partnership states that the quorum for meetings of the trustees is 50 percent of the members. When the numbers present fall below that level, decisions can no longer be made. For all elections and decisions that require a vote, Headteachers of more than one school are entitled to vote on behalf of each school they are representing.
Meetings
- The priorities for the year ahead will be identified at the Annual Conference.
- Meetings of the Partnership Board will take place 6 times a year.

- All members are effectively trustees of the Limited Company that is called the Gloucester Schools’ Partnership.
